My mission is to be a high-integrity, pragmatic and servant leader for the residents of Charles County, MD in general and its Commissioner District 3 in particular. With an unwavering focus on ethics and integrity, I will bring to the table knowledge and unique experience gained as a U.S. Air Force law enforcement specialist, business process and procurement consultant, Charles County Planning Commission member, Georgetown Law-trained senior transactional and operational attorney, and as an award-winning Chief Ethics & Compliance Officer for one of the nation's largest IT service providers to improve Charles County's positioning for the future while working tirelessly to improve the quality of life for our fellow residents.
Courtney Edmonds has over 25 years of experience as a consultant and attorney in leadership roles in federal procurement, risk management ethics, and compliance. He is currently a partner at Potomac Law Group (PLG). Prior to joining PLG, he served as Senior Vice President and Chief Ethics & Compliance Officer (CECO) for Leidos, Inc., one of the federal government’s top IT service providers. In that role, he had executive-level responsibility for designing, developing, and administering the company’s ethics and compliance program for over 45,000 employees. He also managed the company's mandatory disclosure processes and procedures and led a team of nine professionals to achieve and strengthen internal processes, procedures, and information sharing. During Courtney’s tenure, the company achieved three consecutive designations by Ethisphere, a global leader in defining and advancing the standards of ethical business practices, as one of the World’s Most Ethical Companies.
Prior to serving as CECO, Courtney advised corporate clients on all aspects of pre- and post-award federal contracting, contract compliance and administration, ethics, risk assessment and mitigation, and dispute avoidance/resolution.
Courtney also served on active duty in the U.S. Air Force as a Law Enforcement Specialist from 1984 to 1995 in Germany, the Philippines, and Washington, D.C. While stationed at what is now Joint Base Anacostia-Bolling, Courtney served as its Crime Prevention Manager and Resource Protection Manager.
From 2009 through 2012, Courtney was a member of the Charles County Planning Commission. During 2011 and 2012, he served as the Chair of the Planning Commission. From 2016 through 2021, he was an adjunct professor for Webster University teaching graduate-level courses. He also served on the Board of Directors of the Association for Corporate Counsel – National Capital Region (ACC NCR) from 2022 through 2024 and volunteered as the program lead for ACC NCR’s “Street Law” program. He is currently service a 5-year term on the Archdiocese of Washington’s Finance Council.
His formal education includes an Associate in Applied Science (Crim. Justice) from the Community College of the Air Force, a Bachelor of Business Administration from Averett University, a Master of Arts and M.B.A. from Webster University, and a Juris Doctor and Master of Laws (National Security Law) from Georgetown Law.
Although he was raised in Columbus, Ohio (yes, he's a Buckeye fan forever), Maryland is his true home, and he and his family have lived in Charles County since 2003.
Courtney Edmonds believes that just living in a community is not enough; to truly be part of a community, one must give back to that community. Of course, in today's hectic world, that is easier said than done. Fortunately, he is now semi-retired and has the time to focus on using his broad personal and professional skillset to enhance Charles County's relationship to the other jurisdictions in the DMV, and to enhance the Charles County Government's relationship with and quality of life for all county residents and businesses.
Courtney has 40+ years of experience analyzing and solving problems that affect a broad range of stakeholders. Every position he has served in during those years has been built upon a foundation of integrity, ethics and leadership. Consequently, his disciplined approach to problem-solving, community relations, life-long learning, being a role model as a servant leader, and understanding personal and corporate concerns have developed him into being an empathetic, accountable and effective servant leader for Charles County as a resident and, hopefully, as your County Commissioner for District 3.
